Narrative:While performing pattern work at KSFF, on right crosswind, the plane's engine stopped, the pilots landed on an empty section of US 395, the North Spokane Corridor, which was under construction. The plane was inspected by FAA, who "found the empty fuel tank to be the issue" and it took off from the highway a few hours later.
State police said "the plane had sufficient space and fuel to take off from the highway construction site and safely return to base."
